Public order adjustment

Hi everyone,


We have noticed some players are struggling with getting their public order into the positive. For this purpose we have made a few changes:

- When creating a town you start with 100 points public order instead of 50.
- Each town starts with 1000 power.
- Each town starts with the electricity edict on (giving +2 public order).

This will make it way more easy to manage the public order modifier.

Also try to adjust food rations level to get everything into positive early on.

For the towns already created, we have given all towns +50 public order and +1000 power.

Public order was stroke of genius.... I started a bit late this round and was a bit disappointed to miss building my town on the resource rich abandoned towns- the rioting destroys their productive capability.

At the same time it was nice to know feeder towns couldn't spend the game funneling resources to their higher ranked 'friend'/ 'roommates'/ second towns.
